Summary

I have trained as a Town Planner and have worked in a variety of roles from the front line to senior management culminating in my role as Development Services Manager at St Helens Council.  I have managed a department with a combined total of 70 staff and a budget up to £2m, covering a range of planning and related environmental services, in an area undergoing significant regeneration.

In addition to leading the Service and contributing as a member of the corporate management team, I led on key initiatives within the Merseyside Region.  In particular I was chairman of the Merseyside Chief Planning Officers Group at a time when the Mersey Region was a key stakeholder in the formation of RSS, and chairman of the Merseyside Waste DPD management and working groups.

I have a track record of service transformation, and has a history of implementing new and integrated ways of working.

I have, for the past three years, been a core presenter of training to Local Authority planners and Councillors on a variety of aspects of planning and management skills. I have carried out service reviews for a number of Local Authorities at their request, resulting in improved service and management processes. I am part of a UK wide organisation of planning associates who have a vast range of knowledge and experience in all matters relating to planning..

Experience

  • Submission of Planning Applications

I have an established track record of submiting sucesful planning applications on behalf of a variety of clients. Submissions have ranged from large scale to small scale housing and commercial developments, barn conversions, variations to planning conditions, and re-negotiation of Sec 106 agreements. I am an experienced presenter at planning committee and can provide expet advice on how to `sell` the scheme to community groups and decision makers alike.

  • Service improvement:  

I have a strong background in delivering service improvements in Planning services, and have twice directly moved planning services from positions of underperformance and failure to high performance, and improved customer satisfaction.  Each case was reflected in significant annual Planning Delivery Grant awards for improvement. In each case, I have led change by initiating diagnostic work, working with staff to implement new and more efficient ways of working, and shaping a customer orientated planning service. 

  • Developing joint working between service areas: 

At St Helens I was able to bring together a previously underperforming Planning Control function within a wider Planning service, to work in partnership with Estates and Economic Development to help focus regeneration efforts to kick start on major housing and town centre regeneration iniatives. 

  • Service and Process Reviews:

Whilst at TRA I have carried out business and service reviews of whole and part planning services in a variety of councils across England. These reviews, instigated by the Local Planning Authorities themselves, involve in depth analysis of current functions and processes, substantive interviews with staff at all levels both within and outside planning services, and detailed study of working practices and management techniques. The reviews culminate in detailed reports as to how to improve processes, structures and services whilst ensuring value for money.

  • Regeneration: 

At St Helens, I took the planning lead in the Council’s team that handled the new rugby league stadium development which included associated town centre redevelopment works, and housing scheme. I also led on the redevelopment of a new central railway station and hospital developments both of which were key components in bringing the town forward from its industrial based heritage. I have processed applications for Buckshaw Urban Village in Chorley and have extensive experience of both planning and enforcement appeals, with a high success rate. 

  •  Project management:  

I have led and played an active part in numerous building management programmes, ranging from town centre redevelopment schemes at Wyre, South Ribble, St Helens, and Wigan, to urban villages in both South Ribble and St Helens to managing detailed project work such as the Merseyside Waste DPD.   

As a private sector consultant I have experience of successfully managing a range of supporting specialist consultants before and during the submission of applications.

  • Driving efficiencies and restructuring: 

In 2003 at St Helens I undertook a major business review of development control and admin/technical support initiating a full restructure. In 2005/6 I oversaw similar restructuring in planning policy and building control.  I led those services to become top quartile performers across England.

  • Working flexibly in different roles: 

I am used to working flexibly. Working for TRA required me to carry out review work whilst at the same time delivering training courses in different parts of the country, to different groups of Local Authority staff and Councillors. I have also worked in the private sector leading on a number of different housing and regeneration projects and thus bring an understanding of how the private sector works and what they wish to see, when working in partnership with Local Planning Authorities. 

  • Training:

I have been responsible for the development and delivery of a number of nationally run planning orientated training courses, as follows:

- effective pre-application discussions, negotiation skills, planners becoming managers, customer care skills, effective Sec 106 monitoring, managing and leading planning functions, and presentation skills for planners. 

I have delivered certificated courses on management skills for planners at Madingley Hall, Cambridge University, and have chaired and spoken at Development Management,  Enforcement and Section 106  themed national conferences.
